The City of Helsinki develops and coordinates cooperation between schools, basic arts education, cultural institutions and other private parties to ensure that all children and young people in Helsinki have the right to culture and self-expression. According to the City of Helsinki's Culture and Art Vision 2030, every Helsinki resident should have a connection with art throughout life.

General information about the Culture and Leisure Division 

Helsinki's Culture and Leisure Division includes 8 cultural centres: Annantalo, Caisa, Kanneltalo, Malmitalo, Maunula House, Savoy Theatre, Stoa and Vuotalo. Cultural centres have many events and programmes such as concerts, theatre, exhibitions, children's events and art education. In addition, there are outdoor concerts on the Espa stage in the summer. 

The services of the City of Helsinki also include libraries, the City Museum, the Helsinki Philharmonic Orchestra, sports services and youth services.
